Jill Franklin

Principal & Managing Director

Jill brings nearly two decades of experience across real estate, property management, development, leasing, and association management. Her career has included work with builders and developers, residential and commercial properties, buyers and sellers, rental management, and business development throughout the real estate industry.

She began managing homeowners associations in 2010 and founded Choice Communities in 2012, bringing that broad property perspective together with a relationship-driven approach to community management. Jill remains directly engaged with the communities Choice serves, providing boards with experienced support, continuity, and personal accountability.

Todd Spinks, Ph.D. 

Principal, Strategy & Community Development Director

Todd brings more than two decades of experience in community development, planning, governance, infrastructure, stakeholder engagement, and organizational leadership. His career has included executive leadership roles with major organizations, oversight of complex community and built-environment initiatives, and extensive work bringing diverse stakeholders together around long-term priorities and decisions.

His experience includes managing more than $400 million in sustainable building and infrastructure projects, leading enterprise-level strategy and governance initiatives, and serving in municipal planning and zoning leadership. Todd also brings more than a decade of higher education experience, further strengthening his ability to communicate complex issues, evaluate alternatives, and support informed decision-making.

At Choice Communities, Todd applies that broader perspective directly to community management—helping boards think beyond day-to-day administration to governance, planning, stakeholder relationships, and the long-term interests of the communities they serve.

Choice Communities was established in 2012, and every community we manage today has been with us since that beginning.
